Cotonou, 11 November 2025—PRESS AFRICA— The African Guarantee and Economic Cooperation Fund (FAGACE) has passed a major milestone in defining its medium-term vision. On Thursday 30 October 2025, the institution held a consultation workshop at the Fund's headquarters in Cotonou, bringing together its technical and financial partners and marking the official launch of preparatory work on the 2026-2030 Strategic Plan.
Chaired by Director General Dr Ngueto Tiraïna YAMBAYE, the meeting continues the structural reforms under way for several years to modernise FAGACE, strengthen its impact and consolidate its position as a key player in development financing in Africa.
A participatory approach in the service of lasting transformation
In his opening address, Dr Ngueto Tiraïna YAMBAYE recalled that the drawing up of this new strategic plan meets a twofold requirement: to sustain the gains of the reforms under way and to anticipate the continent's economic changes. In this spirit, the planning process adopted rests on a participatory and inclusive approach, guaranteeing the full involvement of the various stakeholders.
Member states, technical and financial partners, and the Fund's staff are thus closely involved in the strategic reflection. The aim is to co-build a document carrying a shared vision, aligned with the real needs of African countries and with the new challenges of sustainable development, the energy transition and the continent's economic sovereignty.
Towards a new strategic direction
The discussions during the workshop laid the foundations for FAGACE's future direction for the period 2026-2030. This direction will be built around major pillars such as strengthening the Fund's financial soundness, diversifying its intervention instruments, promoting the African private sector and supporting public development policies.
Dr YAMBAYE stressed the importance of innovation, rigour and cooperation in implementing this new roadmap. In his view, the next strategic plan must reflect FAGACE's desire to be not only a financing lever, but also a catalyst for partnerships and an engine of economic transformation in the service of Africa.
A collaborative process for a shared vision
The 30 October workshop allowed participants to share their expectations, recommendations and contributions with a view to enriching the collective reflection. These inputs will feed into the technical work leading to the validation of the final document in the coming months.
By initiating this open and collaborative approach, Dr Ngueto Tiraïna YAMBAYE reaffirms his commitment to anchoring FAGACE's governance in consultation, transparency and performance. The 2026-2030 Strategic Plan is thus intended to reflect a shared vision, bringing inclusive growth and lasting prosperity to all of the Fund's member states.
Through this initiative, FAGACE confirms its determination to adapt its action to the changing realities of the continent and to strengthen its central role in promoting productive investment. The process under way opens the way to a new era of performance, impact and economic solidarity, placing the institution at the heart of African development priorities for the coming decade. Thus, under the leadership of Dr Ngueto Tiraïna YAMBAYE, a participatory approach is taking hold to build the Fund's future.
